CLA Briefing Note May 2025

Occasionally CLA produces briefing notes at times when it’s helpful to distil policy asks or to capture key information.

We are operating in a high-stakes policy context right now. The government is currently reviewing curriculum and assessment in England. This is the first opportunity in 15 years to see the removal of the current hierarchy of subjects across accountability, curriculum and inspection. We have a very real opportunity to see Expressive Arts subjects restored to the centre of school life and for there to be a genuine entitlement to an Arts-rich education for all children and young people in England.

In the meantime the Department for Education is also consulting on a National Centre for Arts and Music Education and developing an Enrichment Framework.

Given this rapidly evolving context, we have produced a briefing note summarising:

  • The benefits of studying Arts subjects (CLA’s emerging Arts Capabilities Framework)
  • The core asks (CLA Blueprint for an Arts-rich education)
  • CLA reflections on Arts subjects in relation to enrichment and to a knowledge-rich curriculum
  • The ‘Arts entitlement gap’ – and removing barriers to opportunity
  • CLA reflections on the National Centre for Arts and Music Education

Every child – regardless of background – should have access to a high-quality arts education that enriches their educational journey, fosters their skills and capabilities, and prepares them for a fast-changing world.

You can use this briefing note and CLA evidence to have conversations with colleagues or policy makers about the changes we need to see. Curriculum reviews happen very rarely and we have a narrow window in which to call for change, so let’s work together to turn up the volume on the value of Arts subjects in England’s schooling system. We’d love to know how you put this to use.
